Issues concerning animals cut across many areas of North Carolina law. This session introduces the framework of statutes and ordinances devoted to them, as well as ownership problems and the private causes of action available for injuries to or by animals. It traces current interpretation of the state anti-cruelty law, as well as North Carolina’s unique civil remedy for cruelty to animals. It analyzes the important role of the North Carolina Department of Agriculture in regulating public and private shelters, as well as many other animal enterprises.
